保持制造业合理比重，大力发展先进制造业。随着工业化进程的推进，制造业占比一般在达到峰值后呈下降趋势，但比重过低会导致产业空心化，对经济发展带来不利影响。我国制造业比重2006年以来总体下降，这符合工业化发展规律，是产业结构调整的阶段性正常现象，但也不能任其持续下滑、低于合理比例，否则将动摇社会主义现代化建设的产业基础。为此，要坚持发展制造业的鲜明导向，以建立保持制造业合理比重投入机制为抓手，优化制造业发展环境，在稳定传统制造业存量的基础上，以“智改数转”助力制造业企业降低成本和提高附加值；强化关键环节强链、补链、延链、固链，进一步优化营商环境，降低制度性交易成本，巩固制造业效率和利润，拓展制造业发展新空间。推动制造业高端化、智能化、绿色化和集群化发展。深入实施产业基础再造工程，培育一批“链主”企业和专精特新“小巨人”企业，充分利用5G、人工智能、数字孪生等技术建设智慧车间、“黑灯工厂”，发展智能制造。积极推广绿色设计、绿色工艺、绿色供应链，大力发展节能环保装备、清洁能源装备，加快培育世界级先进制造业集群，形成强大的规模效应和溢出效应。
